Metal back door to basement leaking

My house has a metal door in the front (goes down the basement) and one in the back (used to be a coal chute). They both leak but the one that is really a problem is the back one. I currently have a piece of plastic over it to help the water drain elsewhere. I have decking material over it as well that needs to be replaced. My question is this: can i put gravel over the metal door and surrounding dirt and then new decking? is there any regulation or practicle reason that wouldn’t make sense. the door has never been used and I don’t even think i have the key to the lock that’s on it.   Thanks

We recently had one of ours replaced by Lolopollo iron works, cost including removing the old one was $800.

Well worth it and the guys did a great job.

Remember whilst you may no use it….if someone needs to service the boiler or get access to the basement etc you’ll need to be able to open this.
