How does one get elevation certificate for condo in a building that doesn't have an elevation certificate?

We live in Greenpoint FEMA flood zone and want to get flood insurance. Our area has been surveyed extensively as we live across street from future Greenpoint mega development on waterfront. My insurance company says FEMA or the city has certificate, FEMA says we need to hire architect or engineer, and the city says certificate doesn’t exist. So wondering what best way to get certificate is, and if anyone knows process and associated costs. Thanks.
