You can sub-meter an existing meter but you cannot add a meter into the header. I can’t imagine why a homeowner would want to do that though. You’d be responsible for reading the sub-meter and calculating gas usage. Plus when the utility eventually finds it, they may report that work was done to DOB. Then you’re screwwwwwd.

Sure you can. I have a meter for the boiler & hot water heater and a meter for each apartment. Any reputable plumber can make it happen.

You can get a separate meter for the Gas heat & hot water account, but the filing and paperwork, time and energy to do it will make you think about if it is worth it, it is easier just to include the cooking gas in one of the rents.
