Backyard fence exit door?

The city of New York has just sent me a violation because I do not have an exit door in my backyard wooden fence. They’re threatening me with daily fines if I don’t install one. Apparently, the law says that backyards must have exits to either a neighboring backyard or the street (which is impossible because our building is physically attached to buildings on both sides). I’m not certain about the law, so I have these questions for the esteemed community: 1\. Is there really a law that says I have to install a door so that I can get to my neighbors’ backyards? 2\. The violation suggests that there’s a loophole: If the neighbors provide a letter indicating that they do not consent. Is that actually a way out of this thing? 3\. Is this for buildings with X or more units?  I can’t imagine all the single family yards near us having gates in their fences, but maybe a big multi-unit building.
