Do I need a permit to replace gas boiler?

I am replacing a gas boiler with another gas boiler for steam heat. Does the plumber I hire need to get a permit to remove the old boiler and a permit to install the new gas boiler? If so, what is the specific permit form or permit type that is needed? Want to do my own homework and understand this as I am in process of getting quotes from various licensed plumbers.
