I recommend Michael Orlofsky.  His number is (212) 285-1600\. DOB/HPD/etc. violations are his specialty.

My contractor did not go to the ECB court hearing or pay the ECB fine.  The violation issues were fixed.  But the fine has gone up.  Who is responsible for paying this fine?  Will this impact my ability to get a certificate of occupancy later?  Can anyone recommend a lawyer or company they have worked with to lower the fine?

I have been waiting for others who know more than me to come on here and pipe in about this – but they have not.   If it is your property, the problem will become yours.  I once managed a building that had a score of unpaid (before my time) violations against it and we had to work to correct the problems and settle the fines before the DOB would even consider make a change to our CofO.  I would bet that this can hold up your getting a CofO but I am not certain of that.  let’s see what others say.
