Where are all the Christmas street lights in BoCoCa?

Ive been here 15 years and every year they have the white lights across the street all thru Carroll Gardens, and lately they have been putting them up on Smith Street.  This year the lights are only up in a few sporadic spots, anyone know whats going on, why no street lights??

They are paid for by the merchants on the block.  If they don’t want to pay, then no lights.
