using deckover paint on concrete

Does anyone have experience with using Deckover paint on concrete? I am wondering if it can be used to mask some damage done by an unscrupulous contractor and blend new concrete into the existing concrete ares. This would be for trafficked areas of patio. Or any other recommendations for different paint or process? thanks!

what kind of damage? Concrete can be cleaned with solvents to remove paint or other substances.
