Hey I just spoke with my architect and he said that adding a stoop and enlarging windows can be self certificated…. And that NO city inspector (DOB or whatever) will be doing a walk through… Is that so?

yeah they could care less about that stuff. landmarks sure does if you are in that district, but otherwise not really.
