Legal rent increase for change of roommate in a rent stabilized building

I have 2 roommates occupy one apartment. One of those roommates who has been living in the apartment for 2 years is leaving. The remaining roommate has found someone new to replace him. The building is rent stabilized. Am I allow a 20% vacancy increase? Thanks

Technically you can give a new vacancy lease if they want the new tenant named on the lease and the ex tenant off the lease. But; if they leave the lease as it is, the new tenant is allowed to live there anyway, as an additional un-named person. And when the lease comes up for renewal the original tenant can renew the lease in their name only. But if they want the additional person on the lease, then yes you can get a vacancy lease.
