Down spout segments came apart - who can fix this?
Anyone with a big enough ladder can do this. Watch out for guys doing work around the neighborhood and ask them. Biggest issue, it it’s in the rear, will be getting the ladder back there. If that’s not possible (between 3rd & 4yj floor is pretty high), they will have to come down from the top.

The metal downspout (not sure that’s what it’s called) that carries water from the roof to the ground consists of a few segments, two of which have separated between the third and fourth floors of a four story building. This is a very simple fix the push these back together but we can’t reach it. Any ideas on who to call?

It’s called a leader. If you can’t reach it, probably no one else can easily. You probably need a roofer or another contractor with a rigger’s license to put up a scaffold, use a hanging scaffold. If it came apart once it will probably come apart again soon. Once you pay to get someone licensed to do the work, you might as well get them to replace the entire leader and be done with it.
