Go to mighty mutts.  They are there at the Petco on Union Square every Saturday.  They have great resources and will let you know if the dog was abused or just plain lost.  They should be able to help you.  Please be careful of someone pretending to own him.

have you had it checked for a microchip?  Any vets office should be able to scan it.     Also, check with FIDO Brooklyn, they may have been contacted by the owners.  http://www.fidobrooklyn.org/rescue/adoption.html
