If you’re handy, or willing to hire an electrician, you can replace the entire fixture, doesn’t have to be fluorescent. You’ll definitely find surface mount fluorescent lighting fixtures at HD. They’re usually in a secondary “industrial” aisle, near the double aisle featuring their lighting products. There are a large number of online suppliers, for example: http://www.brodwax.com/

Why not simply buy a replacement fixture with a defuser at Lowes or Home Depot for $35 or less?
