I think it’s similar to Ritalin… long time ago, I had a friend in college who was prescribed Ritalin, and we (his friends) would take it like speed. However, when he took it, he mellowed-out. (I guess that’s by design.) Speed makes you do stupid things (see the aforementioned photo).
So, the answer is, “yes”.
I wouldn’t doubt that there are DEP rules against that, STARGAZER, as ridiculous as it sounds.

regarding the snow melting in Williamsburg….
Um, wouldn’t it be easier to just dump the snow into the Gowanus Canal, or another body of water….instead of taking up a street causing havoc and wasting time “melting” it——
Who thinks up this shit…..just freaking dump the snow into the river, really, it isn’t rocket science, and call it a day
