look at the water meter reading article. The City is spending 252 million to save 3.6 million per year! That means-not including interest payments on the 252 million on capital improvements that it will take 70(!) years to make back the investment. No wonder my water bill keeps gong up by double digits every year. This is a great business decision. I bet you it will cost more than 3.6 million each year to maintain the system.
