If I can fund myself with FDIC insured deposits (low cost of funds) and then put that money to use in a high risk / high return business (where competitors have high cost of funds), and I make a bundle if I do well, but the downside risk is far more than my at-risk equity and the taxpayers effectively take the entire hit after that, it’s like a rigged game.

Depends on the degree to which people put money on deposit because of the fact of FDIC insurance. Don’t think there’s a numerical answer to that.
