Bill Clinton benefited from a fortunate series of events. End of the Cold War, first and foremost. Lack of major conflict in the world, other than the former Yugoslavia (scattered stuff in Somalia, Haiti, etc. isn’t major conflict). The appearance of the Internet in the economy and the resulting tech boom.
Things are pretty bad now. Today, Republicans are winning a bunch of races because people are pissed off about how bad stuff is (no one really cares about all this theoretical political stuff; if the economy were in good shape the dems would win). They might very well be hitting the cycle near the bottom just before an upswing. Maybe, maybe not. But if they do they’ll talk about how Obama fucked everything up and then they cleaned up in 2010 and fixed everything. And that won’t be any less honest than Democrats talking about what a great job Clinton did with the economy.
