Legion, what’s on top of the CitiBank building is called a tuned mass damper, they are in a few buildings, notably that skinny black Trump apt building by the UN (the one that Derek Jeter lives in). Also, 1745 Broadway and a coupla other places. Never heard that they used mercury, the more recent ones float on an oiled steel plate. But I could be wrong. I’ll have to look into it.
Their purpose is to counteract the force of the wind which would make a tall skinny building sway.
Sloper – This all really depends on how you define power. You seem to be defining it by reference to the spheres of influence that were dominated by men before the women’s lib movement. I claim that women had spheres of influence that they have lost in the process of gaining equality in areas like employment. For example, I claim that women’s influence in the social sphere (the sort that I see in Latin America) has declined in the United States.
Another way of saying this is that if you seek equality in all areas you will give up some power where you currently have it. Which is of course not to say you shouldn’t seek it.
I was in the Gulf & Western building (where Apple store is now) years ago in a high wind. G&W swayed 25 or 30 feet off center – really creepy. And the water in the toilet bowls was sloshing.
Williamsburg has to fix it massive POOMIST problem first (see the inadequate waste management system it has now)! it’s already over capacity. they are storing peoples poo and pee in williamsburg in these giant underground balloons (seriously i am not making this up i read it in L magazine) that are ready to burst at any second and these are not permanent solutions.. any more residents added and williamsburg is going to be one giant shart bubble.

I don’t know that Citi has anyone left in the Citicorp Building. The Big Boys are now at Park & 48th or thereabouts. They used to use the conference center at the top of the building, up until a year or so ago, but I don’t even know that they still have that.
