From the Forum: Keeping Rats Out of the Backyard

Rats are creeping in from neighboring properties and a homeowner is wondering how to discourage the critters from setting up a permanent home. They seem to burrowing under the fence. Should they work with neighbors to see if it is a block-wide problem? Besides extermination what else should they do to keep their yard as rat-free as possible?
