Re-installing stoops that had been removed have been a part of a number of our projects and we have not self certified them so I cannot answer that part, but what one key element to building department approval is DOT approval which we have been able to get most of the time and within about 6 months.
You only need DOT approval if your stoop crosses your property line. In most cases your property line is only a few feet off of the front of your facade or at the line of your facade. I would check your survey.
