The two-story commercial space at Baltic Tower, the development between Hoyt and Smith that was nearly sold out back in 2009, will now have an occupant in its two-story commercial space. According to this recent permit, a daycare center was approved for the property. “Red Apple Child Development,” which appears to be a daycare center in Manhattan’s Chinatown, will be moving in after plumbing and interior renovation are complete.   1. There is a small daycare center on Butler Street between Smith and Hoyt that has outside space. It can be noisy, like any daycare. I am concerned about the amount of noise the Baltic Tower outdoor space will generate. Also concerned about the response by management should a noise issue occur given the fact that the building owner was unresponsive to the neighborhood’s concerns about the size and scale of the tower in the first place.
