An affordable housing lottery has opened for 27 studios and one- and two-bedroom apartments in a new building rising in East New York, which is part of a large multi-building supportive and affordable housing complex.

The eight-story Help Hinsdale B building at 282 Hinsdale Street will include a total of 71 apartments, including 44 supportive units and the 27 affordable units that are in the housing lottery.

The apartments in the lottery are aimed at households of one to five people earning between $37,920 and $91,500, or 60 percent of Area Median Income. There are 13 studios for $1,020 a month, eight one-bedrooms for $1,276, and six two-bedrooms for $1,530, according to the listing on NYC Housing Connect.

The supportive units will be permanent, affordable housing “with on-site support services to serve the needs of the most vulnerable New Yorkers, including the formerly homeless and disabled,” the listing specifies. Those units will go to people referred by city agencies.

The Help Hinsdale B is part of the HELP ONE complex, which will have more than 500 units and take up almost the entire block between Sutter and Blake avenues and Snediker Avenue and Hinsdale Street. In addition to supportive apartments, it will eventually include 255 affordable units and a 195-unit homeless shelter. In July, a housing lottery opened for the first of the four buildings at 273 Snediker Avenue.

The four buildings in the development range between six and 10 stories high, and they will replace a 192-unit HELP USA homeless shelter that was razed for the development. The site is owned by nonprofit housing and homeless services provider HELP USA, which is developing and will manage the new complex.

The Help Hinsdale B building includes 24-hour front desk security, bike parking, a community room, community event space, courtyard, and free wi-fi. A laundry room is available for a fee. Rent includes heat and hot water, but tenants have to pay for electricity, which includes an electric stove.

According to the listing, the building is being constructed through the Supportive Housing Loan Program, Low-Income Housing Tax Credit program, and the city’s Mandatory Inclusionary Housing program.

The HELP ONE development went through a rezoning that was approved in 2019, and construction started on the first two buildings in 2022.

The complex will also include retail space, a daycare center, offices, youth programming, and supportive services provided by HELP USA. The architect for the development is Curtis + Ginsberg Architects, permits show.

The four buildings will surround central courtyards designed to increase residents’ access to green space. The courtyard for the shelter building will be separated by a wall to increase security for shelter residents, City and Land reported in 2019.

The massive complex is given visual interest and an approachable scale with massing that resembles smaller buildings grouped together and varied colors of brick. The gray, salmon, and white brick buildings are also enlivened by contrasting rust-colored details such as window reveals.
