Is The Citigroup Building in LIC on Fire?

Chris Tackett just posted this photo on Twitter wondering if the Citigroup Building was on fire. While it certainly looks like it could be the case, another Tweeter chimed in reassuringly that it was just a smokestack on Roosevelt Island generating all that smoke. Can anyone else weigh in?
