Members of a coalition of neighborhood groups, who packed the steps of City Hall during the Council hearing, argued that the waterfront buildings, which could exceed 30 stories, were out of scale with the existing community and that the 49 acres of new open space in the proposal was insufficient to meet the growing needs of the area…Still, the most intense debate has centered on the housing component, in part because the proposal imagines the creation of an entire new neighborhood of high-rise apartment buildings in a traditionally working-class, low-rise area that is now one of the most sought-after in the city.
