Child window safety - L-stops or window guards?

I think a 3 or 4 year old would be able to defeat this flip lock. I wouldn’t use this for child safety.

For child window safety, has anyone just used L-stops for windows instead of window guards on kids’ windows in brownstone? We’re about to move into our gut-reno’ed 3 story brownstone with our 2 kids (5 and 8) who have their bedrooms on top floor, one window each (small rooms). Architect (who has small kids, so sensitive to safety) recommends just using L-stop since it’s more attractive than window guard and since we own and are occupying house, we are not legally required to get window guards.  House has central air and each kid has ceiling fan so air circulation/cooling should be good without having to open window wide. Also, kids’ rooms are only windows in house that are double-hung – all others are casement and/or custom bigger types.  For top floor casement windows in our bedroom, we are using chains to keep them from opening more than 4″.  I like the idea of not having clunky window guard but do want to be sure it’s as safe. Advice appreciated!

We installed window guards on our $$$wood frame double hung windows… And still had to put in L brackets to keep my son from pushing the bottom sash all the way to the top.  If you have windows that tilt in for cleaning, I would make sure that the L brackets and gates don’t interfere.

I am very familar with using L-stops on windows.  These are very safe in the applacation you are asking about.

Rather than window guards I would use a simple window vent lock. L-stops (whatever that is) or these http://www.homedepot.com/h_d1/N-5yc1v/R-203033014/h_d2/ProductDisplay?langId=-1&storeId=10051&catalogId=10053
