Who does one complain to about ESCO people?

Had an ESCO person (almost a kid) ring the bell and identify himself as “with Con Edison” and that he’s “following up” my request I pointed out that that’s close to fraudlent, and he backtracked and restated as “authorized representative” of ConEd. I also pointed out that ConEd was not their name any more. Then his supervisor, a big beefy guy charged up and started berating me. There were at least 6 other kids with him. Who does one complain to about these people? Would it do any good?
