Right way to install a roof hatch?

We’re replacing a flat roof on an attached limestone house and the roofer is telling me that he needs to order a 30 x 54 metal access hatch for a 23 x 35 hole because he doesn’t want to remove the 3″ wood collar that’s there from the old wood hatch. Is this normal? It seems like you would just remove the wood collar from the old hatch when you’re demoing the old roof since the new metal hatch is a single unit that has that part built in?

I actually went to see a neighbor’s house that also just had a new roof put on and they removed the old collar and provided a standard size 24×36 hatch. I can see several other new metal hatches from up there and they are all 24×36.
