Cracks in Concrete Ceiling
Building manager says they just need to be cleaned and painted, but I think they should be fixed with concrete epoxy and that he is just being cheap. Only small water droplets so far, as in moisture coming through but it’s not like I can see the sky. I agree with the responses that have been posted above. Judging from the images you shared, think that some of those cracks are definitely not normal. I have had my fair share of experiences dealing with landlords who are try to skirt responsibilities and do a cheap job. However, I believe you should definitely continue to pester them until they get the problem fixed, if it escalates beyond the way it looks now, you will most likely get the short end of the stick.

Concrete absorbs water, and wicks it thereafter. A few of those spots, while hard to discern from the photos, I might be willing to chaulk up to wet concrete and water drawn to the naturally drier inside air. You might see that sort of thing on a basement wall even without leaks. But several of those show water penetration not just moisture absorption, which is not normal, and as others said needs to be solved on the wet side of the roof, not inside your apartment.

If you have water coming in that needs to be addressed first before painting or anything cosmetic is done. Can you find out when the roof was last done? Or just check out the condition of the roof yourself?

Is that your ceiling? I would be quite concerned by that and continue to complain to the building manager or escalate it as appropriate. The problem needs to be fixed from the outside, not the inside. Once the roof is waterproofed, then the cosmetic issues on the inside can be addressed.
