NYC Commissioner of Social Services mortgage on ACRIS?
Was looking up a property on ACRIS and saw that the (apparent) owner took out a “mortgage” in the amount of $200,000 from NYC COMMISSIONER OF SOCIAL SERVICES in 2008. Just curious what this is about — does the NYC Commissioner of Social Services really provide mortgages? Or is this some form of mortgage or tax relief? Or another social services program I haven’t heard of? The property shows a number of tax liens against it before before and after the NYC Commissioner of Social Services mortgage document, so I wasn’t sure if there was a relationship between the two.

Hey woodchip sorry for delayed post but are you looking at 1xx5 E 85th St in Brooklyn? I am just getting feet wet with real estate and saw a mortgage from NYC Social Services in the same amount you mentioned. Plus some tax liens. It looks like a senior mortgage holder foreclosed. Shouldn’t the 200K mortgage be wiped out and we would see a discharge or release on ACRIS? I would really appreciate any info if you have already found out how this works…..

Thanks @resident2, that would seem to make sense, given what I know about the property. Anyone know if these liens remain on the after a sale or foreclosure? Just curious about the possible pitfalls here since I’ve seen this on ACRIS more than once now.

When an elderly person is in need of social services, maybe a nursing home or assisted living of some kind, but does not have the income to pay for it, but does have an interest in a property. Social services puts a lien on the house and collects from the estate. Real estate tax liens are also often held in abeyance until after the estate is settled.

What you’re seeing in a lien on the house to repay a grant issued usually for mortgage arrearts. When the house is sold the Agency recovers the money expended up to the amount of the lien.
