Need Advice: HPD and DOB Classification are Different
HPD classifies a property as 6 A units, but DOB classifies it as C0 Three Families. Will this be a big issue to sort out if we purchase it? Does one trump the other?

Agreed that the 3 family CO is what matters. You’ll not have any trouble with bank or with DOB if you intend to use the house according to that designation. If you wanted 6 units, you’ve got trouble. I bought a house that I wanted as a 3 family (for 3 co-buyers and owners), but that the CO stated was 2 families and a doctor’s office on the lower two floors even though nobody had any memory of any use apart from 3 families. (Department of Finance had recorded as 3 family…but that didn’t matter.) I got a mortgage only by the bank taking a large chunk of change as escrow pending our secure of a 3-family CO. That has been more complicated that we anticipated, for all sorts of reasons, but mainly because 2 to 3 family is a big shift in relevant codes (handicap ramps, sprinkler systems). I would guess that 3 family to 6 family is another big shift. But again, if you want the house for the stated CO, you should be fine.

HPD does not update their info unless someone goes and directs them to. The property may have previously been a 6 family and someone downsized it to a 3 family. The legal use is the C of O issued by the DOB.
It is not a major issue, but if you do buy it, do go and get it straight with HPD; I once had a tenant that used the out of date HPD record as a 7 family to claim that she was now rent stabilized tenant even though it was legal 4 and she moved into as a 4 family.
