vithered by neighbor's new toy: outdoor, large screen, projection TV

My neighbor erected a large screen at the rear of his backyard at which he projects live television at night. At night the projected programming is inescapable from my home. If I do not wish to see his television and its programming, I would have to shut all windows and blinds. The reason located the screen facing my house is so he has a convenient and comfortable vantage point from his second floor deck. My issues with this are: 1\. The screen at night is intrusive and disruptive (it’s about 8 feet wide by 5feet tall); 2\. The groups of people convening on his deck and directing their attention facing my house is a lack of privacy; 3\. He could set it up facing his own home or facing a side fence but has chosen not to presumably for the vantage point from his deck. This shows a lack of consideration. 4\. He broadcasts programming on the weekends past 10pm. I lobbed two 311 complaints. They’re just a start. Can anyone advise where I discover local rules about broadcasting TV out of doors? My next step is a polite but specific letter asking him to move it or take it down, or to put a black screen behind it that blocks my view of it at night. Thanks

Good luck. I think Arkady’s suggestion is how you should proceed. Your neighbor may not even know of the impact on you and your neighbors. I can’t imagine there are City regs concerning the use of one own’s private deck, yard and home for entertainment purposes. Unless he is violating the noise code you will have to hope he is reasonable. I might add, though, that your concerns that “The groups of people convening on his deck and directing their attention facing my house is a lack of privacy” is a bit over the top. They are looking at the TV and presumably have no interest in you and your home. As you mentioned, if you want privacy, close your blinds. Finally, my back yard is close to some businesses with outdoor eating and drinking. I didn’t like the noise and having to look at them, so I erected a bamboo screen on my deck. It solves most of the problem.

Have you talked to him & asked him to modify his set-up? I don’t think you’ll get any official help: neighbors of mine were bothered by high-intensity lights & officialdom said there was nothing they could do about it. They approached the owner & he changed the lights.
