do I need permit to replace drain on backyard?

Hi, recently the drain in my backyard got cloged an water spills into basement through the rear hatch. I want plumber to fix the drain. He probably will change piece of piple and replace the concrete pavement around the darin. So the question is: do I need permit for this. The pavement is on the backyard under the deck. From one side it is visible for every snitch-neighbour, it is sort of plumbing and it is under the deck. From the ofther point does the govement need to stick its corrupted nose into the business or replacing a drain?
