What to do about a rat hole?

I recently noticed that there is a decent sized hole (about 3-4 inches in diameter) in my front garden right underneath the fence that separates my yard and the sidewalk. I assume it is a rat hole and want to get rid of them.  I don’t want to use any poisons because I wouldn’t want a dog walking by on the sidewalk to get hurt.   Any ideas how to get rid of the hole’s inhabitants before I call pest control?  And if pest control _is_ the best option, any recommendations of companies I should call? Thanks!

Seward, my brothers and I did this all the time as kids to ground squirrels–it really does work. But yeah, you need to be ready with the bag pretty quick as they pop right out.

Oooo! I’ve been dying to recomend this to someone – put your hose as far down the hole as possible and then turn the spigot on full blast! If there is anything down there it’ll escape out its back hole – and if it does not and tries to get up through the hole with the hose, well…are you ready? then the DOB can site him for not having a secondary means of egress! Solved! OK, seriously, though, try the hose and see what happens. It might not be permanent, but you just might see where the hole leads to.
