Legalizing Basement

R4 District Queens / Same Friends trying to legalize basement along with their renovation. 1) Should ceiling heights be 7′-0″ ?   2)  Can they use bilco doors for egress to street? 3) Can same alt 1 renovation application be used to legalize basement.  Thanks in advance for any help on this matter as I am very appreciative of all the help I have received in the past…..

Unless 50% of the height is above grade the space is a cellar and can not be legalized as living space.
