HPD Lead Paint Violation- advice or recs?
Just found out we have an HPD violation for peeling lead paint in a tenant apartment from 1992! We bought the building just a few years ago, but want to do some renovations so would like to start with a clean record with no violations.
I looked into it a bit and found that we have to hire a special licensed (?) company to encapsulate or remove the lead paint, followed by another company to test to make sure they did the job right– any idea where I can find these companies? Anyone have a recommendation of someone they’ve used?

you cannot just paint over it. Be careful… and retain an attorney. There are significant liability issues.

Curious if they actually stated it was lead paint or if the violation simply said peeling paint (that might be lead)?

All GC’s are required to have attended and passed an EPA Lead-Safe course to be considered a certified firm. The certification (which is valid for 5 years) should be submitted to the board, managing agent before any work to walls/ceilings is done. The law has changed and now all contractors have to take a course and be accredited in lead abatement techniques. Not sure though if that’s the licensing that’s required or if it’s something else. Apparently the city has some very draconian requirements, such as removal of all moldings that ever had lead paint on them, rather than just encapsulation. My understanding is that as long as surfaces are not rubbing against each other (as on a door or window), encapsulation works fine. In other words, painting over it. I wonder re the jambs and such if one would not be better off stripping the jambs rather than painting them. That is quite safe with something like soy gel.
