Damp Garden Floor - Normal?

The garden floor in our newly acquired brownstone gets really damp at the moment, particularly after a rainstorm (the flip side is that it does stay nice and cool). We typically have the windows open, but no actual water is coming in. We do get some water in the basement when it’s raining (working on fixing that) which might have something to do with it (we are running a dehumidifier in the bsmnt).

I’ve not lived in a garden floor before, and my question is, is this normal, or is it indicative of a problem? The floor is about a foot below grade.

Use an ac or a dehumidifier.  I’m on the parlor foor and some days it’s so humid inside that even the sheets feel damp.

Is it just condensation due to the fact that it is cooler than the ambient air, especially since it’s been so hot & humid lately?

A dehumifidier should take care of that.
