I agree; of course the owners should have full property rights. If they’ve fraudulently accepted taxpayer dollars, by way of tax abatements, the knowlege of their property rights should help sustain them while they’re serving much deserved prison terms 😉

  Why would an owner be forced to rent a unit (affordable or not)? If he or she wants to keep it vacant for ten years, it’s private property, even if it’s subject to rent stabilization or rent control. I’m not aware of any rules that would force an owner to rent (and I would hope none exist).The owner is still paying taxes on the unit vacant or not.
