Do we need to point foundation boulders?

The foundation of our brownstone is large rocks. We know they need pointing in the back of the house where some water comes in, but do they need it on the attached sides of the house where we have no leakage? The mortar is shedding and there is a lot of it (looks like white sand) on the dirt floor. However, there is still plenty of mortar in between the rocks and the house feels stable. If we decide to have someone take a look, can you suggest who it would be?

The sand you’re seeing is a component of disintegrating lime mortar. If you look further, you’re almost certain to find efflorescence deeper in the rubble stone joints. I cannot recommend an East Coast specialist, but you can find more info and references through these links:
