What to do with this wall under stoop?

This is one of the walls of the vestibule under my brownstone front stoop. It looks like brick that had been covered with cement– it was cracking off in place so I chipped away and exposed this much of the brick- I assume water caused this. The other wall is still in decent shape with no major cracks or bubbling areas. At this point, what is the best option… Remove the rest of the cement coating which is still well adhered? Leave it alone and patch it back up with more cement? I thought it was better for brick to breathe, but not sure if that is best in this situation. Lookswise, I like the look of the brick rather than the cement coating. Any thoughts?

Guys who did my brownstone steps said that it should have a coat of cement underneath there. Chipped off everything loose and skimmed it all.
