Expired Certificate of No Harassment

We purchased a former SRO that had a Certificate of No Harassment and went immediately in to planning, architects, etc. The CNH expired a few months after purchase and just before submitting documents to DOB.  The previous owner did all the leg work but then ran out of money to convert the property into a home.  We’ve asked numerous experts about what to do – just get another CNH, supercede the architect that started the job but never finished, but there’s no clear cut answer, even from DOB. If anyone has any insight into what the quickest way to resolve this, please share! Thank you.

Did you ask HPD whivch actually administers the Certificate program?
