yes, it’s illegal, but what do you care? the DOB does not do spontaneous spot checks. if they did, the entire borough would be in violation of SOMETHING.

I have a 3 story 2 family brownstone… 3 yrs ago I added a kitchenette to the 2nd floor for my son… not a rental, strictly for family use.  I was recently told this is illegal… is this true?   If it is what steps would it take to make it legal (costs) and what are the consequences if I am suddenly inspected??? 1\.  Who told you it was illegal and under what basis?  Yes, if you added it without permits it may be a problem if you get inspected. 2\.  You don’t have to let inspectors in. 3\.  Does the added kitchen conform to the stated floorplan arrangement of the C of O?
