Basement Spray Foam Question

I’m soliciting quotes for spray foam in my basement. So far I’ve had one person come in and they’ve quoted me for spraying all of the rim joists and walls. He told me that I didn’t need to spray the floor joists above because once I sealed the rim joists and walls, it would give me that thermal break I need. Is this true? I’m worried that if I don’t, I’ll regret it because the floor above is sometimes cold. Any thoughts? Thanks.

We have done basement insulation last month. Our professionals installed insulation on exterior wall of basement. Basement is more connected to living space so basement ceiling insulation is more important.
