HPD Registration - Should I kick a sleeping dog?

Why all the anger? I am not sure what button this pushed for you, but it is not uncommon for folks to ask questions about housing, city government, etc, on this forum. In fact I see you have yourself. This is the first time I had ever received a notice from HPD. You seem to think I plan to just ignore the issue, which isn’t the case at all – thus the inquiry. My choices are to register or to ask to be exempted from registration which is true of owner occupied 2 families. So ignoring your attitude: your advice is to just register it rather than getting it reclassified? Is it hard to get HPD or Finance to reconsider their classifications of buildings which have no c of o? I guess I can imagine it would require me to actually get a c of o which obviously would be a huge pain in the butt. Based upon my research I sent an email to HPD to see what the process is. If I find something out I’ll post a follow up on the forum. I bet other people have had this issue. (If any have feel free to add your thoughts.)

When I bought my house it was presented as and configured as a two family (long time prior owners hadn’t done any recent renovation). It has no c of o, but finance (and I guess HPD) have characterized it as a 3 family. I’ve never bothered to try to get it reclassified because the annual taxes are really low as it is. But I have recently (okay a few months back) received a request that I register it as a 3 family rental. I’d be exempt as a 2 family owner occupied house. Should I ask HPD to “correct”its records? Or just pony up the registration and 18 dollar or so fee?

personally, i’d kick that dog. ““Multiple dwellings” are defined as buildings that contain three or more dwelling units. One- and two-family dwellings need not be registered unless the owner lives outside the city. In such cases, the building must be managed by a New York City agent and registered with HPD. ” they’ll be by regularly to inspect the boiler (or whatever) and otherwise get all up in your sh!t for whatever reason they’d like. you’ll get nice letters if they can’t get in. registering as a 3 family when you don’t intend to use as such is just asking for genius government workers to make your life as difficult as they’d like. http://www.nyc.gov/html/hpd/downloads/pdf/housing-info.pdf

Grow up: you didn’t receive a request, you received an annual registration notice. It costs $13/yr., not $18\. It means your address is already in HPD system. It won’t go away just because you ignore it, and your failure to register can hurt you bigtime under certain circumstances. I actually am quite grown up. I don’t think there was anything in my question which deserved such rudeness. The question I had was: since my house seems to be miscatagorized in HPD is it worthwhile clarifying it or should I just pay it. I wasn’t actually suggesting that I ignore it. I had second thoughts after my previous post, thinking I might have spoken too harshly. But now I realize I did not speak strongly enough. Your own headline, and your failure to respond to HPD’s notice, confirms your inclination to ignore reality. Your house didn’t wind up in HPD’s records by mistake. It’s classification with Finance has no relation to that either. Your building’s registration vs. non-conforming configuration at the time of purchase should have been questioned by your title company and mortgage application. Your comment, “I’ve never bothered to try to get it reclassified because the annual taxes are really low as it is,” demonstrates a fundamental misapprehension of property assessments and annual increases. But that’s all okay. When you apply for a building permit (oh, wait, you probably don’t believe in those), or find yourself thrown out of housing court with an unregistered property and a tenant in an illegal unit, you might finally begin to understand who’s been the sleeping dog.
