stoopsitter: this city has a myriad of programs and laws – some in direct conflict with one another or the laws of other agencies or jurisdictions. the city likes to make it sound like they want to do something to appease a certain population but they often stop short of what has to be done not because they can’t but they won’t. it comes down to money. for the city and a select group of people, those properties will generate a lot more revenue by doing something else and that is exactly what a lot of people besides us on this forum want to see happen.
we do not have a strong preservation movement in this country. read about this in places like the UK where you hear them say things like “grade 1 listed” or “grade 2 listed” as they talk; members of the community talk like this and are proud of it. even in Ireland, regular people far removed from the likes of us on this board will say things like “it has an order on it”; that means it cannot be touched and when ordinary folk talk like this, it means they are proud of their collective heritage and no, they will not let it fall down and will shame the owners if they try to allow it. as much as you or i or anyone on this board may not like it, this country has a strong “free market” approach to a lot of things and with real estate, that means the freedom to do what we wish with our real property.
I have to give credit where credit is due: a lot of this was explained to me by a man named Ed Turberg (rip), an architectural historian who had been involved in the preservation movement in Wilmington, NC. (he drove me around the town to explain all of this to me; demolition by decay).
