Who is the right person to install a wood fence

The landscaper came today and he said he would only drill in 10 inches and then cement the wood into the stone that serves as a divider. I don’t know much about this- but a simple google search suggested you go in a lot deeper. Should I get my trusted contractor (expensive) in, should I call a masonary?
