wheelchair elevator under stoop

I need to install wheelchair access to the garden apartment of a brownstone. I could put in a ramp, but the lowered grade of the ramp increases the flow of rainwater toward the building, requiring a drain. This is problematic, and the alternative of a sump pump would run the risk of catastrophe from a failure to operate.
I’ve looked at wheelchair elevators, but all seem to require more footprint than exists. Any ideas as to solutions, resources, etc. would be appreciated. Thank you.

If this is not about your personal need, but the code requirement to have the basement apartment wheelchair accessible – there is a way around it
