What's the threshold between needing an LAA permit vs. an ALT 2

Anyone know? I’m trying to figure out what permits I need to update toilet/sink and convert bathtub to shower, and replace appliances in kitchen. Building requires replacing plumbing back to the risers. Not sure when I need an ALT 2 vs. LAAs
