What to do if plumber does not return

Hi: plumber job 99% complete; needs to have final inspection; plumber giving me all sorts of excuses such as too busy right now to sched appt for inspection; may need to start over since it has been a while when job started; we have been calling him and he does not respond; sometimes he answers phone but does not follow up.

You can call the city agency his license is under and start that way. Assuming he is licensed!

Just know: They will not be on your side either. It can cause more problems if any of the work is done improperly and improperly is loose for Enforcement. I would drop the names first and flex a bit…let the plumber know you actually know who to go to.

Unless he is covering work he did not do this does not make sense. If he has a permit, his name is on the work. Having the Final Inspection gets him removed from the project. A plumber is literally stuck on that job until he Signs Off or someone takes over; technically he cannot even retire when he has an open permit.
“NEVER PAY UNTIL THE JOB IS DONE. Hold at least 1/3”
No Tradesman would complete his work up to Sign Off and hold off 30%. My three previous companies collect 95% after completion of Physical Work and leave 5% until Sign Off. That being said, holding 5% does not mean much because it may only be Sign Off and 5% but you would need to get another License to take over the permit and their work which is normally a lot more than the original (and a lot more than 5%). This is good advice to start but can easily be worked around.

I know no one on this forum wants to hear it, but General Contracting is a fancy term for organizing a jo b because it is a lot harder to do than most people assume. All these problems can be solved with proper meetings, paperwork and contracts ….unless they are unlicensed or fly by nights that is (to go back to my original rant)

The DOB Inspectors’ names are on the final inspection so I’d bet that’s not the issue….but who knows what motivates people to walk away from a job. Usually it’s lack of money but when it’s not it’s typically a personality conflict of some kind.

I have no experience with individual plumbers. If you have an architect and a GC who hired this plumber, hold them accountable. And, like the others said and has been recounted here ad infinitum, NEVER PAY UNTIL THE JOB IS DONE. Hold at least 1/3. Anyone who demands it is irrefutable;e.

Chris Petri–yes to what you said but even then the system fails, a lot. Plumbers are in a specific position with tons of burdens but also power over customers. We had a licensed MP recommended by boiler manufacturer with good reviews who decided with 6 weeks to go before our gas permit would run out that we didn’t have enough time to schedule insp and so I had to pay him 3500 to renew a permit. I consulted with other plumber who said oh, it takes 2 days to schedule and a week or 2 at most to get it done. We played chicken, he never renewed it and I’m left holding the bag. I think often the plumbers are worried bout having their name on final inspection so walk away to avoid responsibility. I had not fully paid him out so he walked away losing a couple grand but for me I’m out who knows what in having to start from beginning some day.

Jimhillra, that’s a terrible situation, I’m very sorry to hear about it, and glad you posted about it here. We thank you for not naming names. That is better handled by a complaint to the city that issues the license, Better Business Bureau and on a forum such as Yelp that exists for reviews. For us, it becomes a legal problem whether or not it is true.
