What improvements is a landlord responsible for when giving tenant possession?

Typically, what improvements is a landlord responsible for when giving possession of an existing restaurant to another restaurant tenant?

i.e. interior demolition, water line, sewer lines, gas lines, etc. etc.

Commercial leases are open to negotiation. If you are taking a build to suite lease it is all spelled out in extreme detail.
Most other commercial leases are rented As-Is and the tenant is responsible to build out to accommodate their business with in local laws etc

Commercial RE is not my areas, but I would think that is entirely a negotiated item. this is commercial, not L&T, so a lot less is governed by statute or regulation. Potential tenant inspects, asks for what they want, owner says yes or no, they agree to terms and that is it, I think.

In most cases, absolutely nothing. Let them deal with the permits and the work though I assume you’d supply water, gas and electric service to the building.
