weird layout?

I walk past this house all the time and it has been on the market for quite a while now and I have wondered what is wrong with it……looking at the listing I have an idea why it hasn’t sold. Am I missing something or is this really set up as a single floor with no bedrooms other than that weird tiny side room over a duplex with 3 tiny bedrooms and a single room kitchen/LR/DR? What?

DOF has it listed as a 2 family so maybe they decided to keep 2 kitchens instead of changing classification and having a new C of O issued? But there are also Alt 1 filings that have not been signed off on…..something is not right here.

Did you read the listing? Looks and sounds like it’s being used as a single family and the kitchen on the dsecond floor would be for “extended family” But the entranceway does not provide any privacy for additional non-related tenants. There is no C of O so use it the way you want to. Maybe it’s just overpriced.
